		<description>I do not feel the HMRC can be completely to blame, surely the council should have noticed the rates were substancially lower than other council buildings, especially after 5 years!  I also find it interesting how our council were &#039;disappointed&#039; that the new rate would not take affect until April. I would ask them, if they calculated my council tax incorrectly, would they volunteer to apply the new rate at the start of a new tax year?!!</description>
