Police investigating multiple reports of a prowler in Bradley Stoke and Little Stoke say they have arrested a man.

A statement posted today on the Avon and Somerset Police website reads:

“A 30-year-old man from Bradley Stoke was arrested shortly after 8pm last night, Thursday 26th January, by neighbourhood PC Claire Fletcher.”

“He remains in police custody today, Friday 27th January.”

The move comes after police said they had been called to investigate two separate reports of an early morning prowler in Elm Close (Little Stoke) and Oaktree Crescent on Wednesday 18th January.

Local police have said they arrested a man in connection with a similar incident in Bradley Stoke in November 2011 but following further enquiries he was released without charge.

An article in the The Bristol Evening Post earlier this week claimed a prowler was scared off after he was seen “trying to peer into a house” in the vicinity of Brook Way.

Police are urging people living in Bradley Stoke and Little Stoke to make sure doors and windows are secured after reports of an early-morning prowler.

Officers were called to two incidents yesterday morning (Wednesday 18th January) in which householders spotted a man in their gardens.

A man was seen in a garden in Elm Close, Little Stoke, at about 6:45am. He made off when the householder shouted at him.

A second, similar, incident happened in Oaktree Crescent, Bradley Stoke, at about 8:50am.

Neighbourhood PC Steve Palmer said:

“Officers have carried out house-to-house enquiries and patrols in response to these reports. At the moment it’s not certain the incidents are linked, but we are keeping an open mind.”

“There has been no attempt to get into any home, but I’d ask people to be vigilant, make sure side gates are secured and keep doors and windows locked.”

“Don’t leave the door unlocked when you leave for work or to take children to school, even though another family member is still at home.”

PC Palmer said police had a arrested a man in connection with a similar incident in Bradley Stoke in November but following further enquiries he had been released without charge.

Officers are increasing their patrols of the area at the relevant times and are circulating a warning through Neighbourhood Watch.

The man seen in Elm Close was described as white, aged 30 to 40, about 5ft 11ins tall, of medium build. He wore jeans, a blue top, black jacket and a balaclava.

The description of the man in Oaktree Crescent was of a man wearing a dark hoodie.

The man seen in the incident in November was said to be white, in his late 20s or early 30s, about 5ft 11ins, of muscular build, wearing a raised hooded top to cover his face.

Anyone with any information which could help police enquiries is asked to contact Filton Police Station on 101. Alternatively call Crimestoppers anonymously on 0800 555 111.

Police are appealing for information after a man made indecent remarks to a teenage girl in Bradley Stoke.

It happened in Ormonds Close just before 7pm last night (Thursday 8th December), as the 14-year-old was walking home after meeting a friend.

She was approached by a man who grabbed her arm and made indecent comments to her. She broke free and police were called when she got home.

The man was described as white, aged in his late teens or early 20s, tall and ‘really skinny’ with short hair. He wore tracksuit bottoms, trainers, and a red waterproof coat.

Police immediately carried out a patrol of the area and made house-to-house enquiries, which are continuing.

Neighbourhood PC Steve Palmer said:

“This young lady is understandably upset by this incident and we will be carrying out a video interview.”

“This sort of incident is unusual for Bradley Stoke, but the neighbourhood team will be visiting local schools to reassure pupils and their parents and give personal safety advice.”

“I would always urge anyone who is approached in this way to call police as soon as possible – remember 999 calls from mobiles are free, even if your pay-as-you-go phone is out of credit.”

Anyone who saw a man matching the description in the area on the day, or who has any other information which could help police enquiries, is asked to call the South Gloucestershire Crime Enquiry Unit on 101.

Alternatively call the independent charity Crimestoppers on 0800 555 111. They never ask your name or trace your call.

The Bradley Stoke police team has reported a surge in people volunteering to become members of the town’s Community Speed Watch initiative, with the number involved set to double by the end of the month.

The team was formed with the minimum required six members in July, following several years of appeals for people to come forward (we reported in 2009).

Interest in the initiative was boosted after a 13-year-old child was seriously injured in a collision with a motorcycle on Bradley Stoke Way at the end of September.

PCSOs Jason Green and Kirsty McKillop have arranged for training of Speed Watch volunteers, with ten so far trained, and another six to be trained on 23rd November.

In the three months since setting up at the end of July, 78 motorists have been identified by Speed Watch volunteers as travelling well above the maximum speed limit of 40mph on Bradley Stoke Way, with recorded speeds varying from 47 to 62 mph. All offenders are said to have been sent warning letters about offending.

Beat Manager PC Steven Palmer also reported to the recent Bradley Stoke Safer and Stronger Community Group meeting that five drivers were prosecuted for speeding on Bradley Stoke Way over a two or three day period ending on 17th October, through assistance from the force’s Road Policing Unit. A “few more” prosecutions had been made on 29th October, when speeds of 53 and 58mph were recorded, he added.

PC Palmer told the meeting that the local beat team doesn’t have its own speed detection equipment and currently has to borrow devices from neighbouring beats. He asked if the group could apply for a grant to buy speed guns for Bradley Stoke and a number of attendees agreed to help make a grant application.

An article in Bradley Stoke Town Council’s latest newsletter reports a worrying increase in incidents of vandalism directed at Council-owned facilities in the town.

The Council says it spent over £7,000 to repair vandalised property during the last financial year (2010/2011) and a similar sum (£6,750) has already been spent in the first half of this year.

The figures do not include the time taken by Council staff to deal with the damage nor the many smaller scale incidents which can be fixed ‘in-house’.

Over the summer holidays, four of the seven Council-managed play areas in Bradley Stoke had items out of use whilst waiting for replacement parts.

The Council says it makes regular checks at its plays areas, activity centres and bus stops, adding that all criminal damage is reported to the police and South Gloucestershire Council’s Anti-Social Behaviour Team.

Incidents of criminal damage are reportedly quarterly to the Council’s Planning and Environment Committee. The latest report, in August, includes: a padlock being cut of the gate to the hard courts, a dog signpost being forced out the ground, damage to the roof and a noticeboard cover being broken at the Jubilee Centre; damage to two lights and fire damage to a wall and the cricket pitch at Baileys Court Activity Centre; a floodlight being sawn through and a toilet seat being broken at Brook Way Activity Centre; a gate closure snaped off at the Rosemary Court play area; fire damage to a bin, damage to a slide and two barriers at Baileys Court play area; three incidents of damage to the wooden bridge at the Jubilee Green play area; and two incidents of anti-social graffiti and vandalism of two ramps at the skate park.

Anyone witnessing an act of criminal damage is asked to phone the police on 101 and notify the Town Council on 01454 868080.

The boy, now named as Ben Thompson, is reported to have broken arms, a broken right upper leg, possible injuries to internal organs and swelling of the brain. His condition is said to be “critical but stable”.

In a letter to parents/carers of children at the school, Mr Baker says that police are at an early stage of their investigation and have drawn no conclusions as to who is at fault for the accident, which led to Bradley Stoke Way being closed in both directions for over four hours.

Referring to an earlier incident in February this year, which left a 10-year-old cyclist with life-changing injuries, Mr Baker writes:

“As this is the second incident this year involving young people being seriously injured in exactly the same place on Bradley Stoke Way, I am in contact with other headteachers locally and other community groups to seek an urgent review of speed limits and safety measures on and around Bradley Stoke Way, as there appears to have been no change since a meeting with the Highways Department at South Gloucestershire Council in July during which major safety concerns were raised.”

Mr Baker also reports that police are concerned at some “irresponsible and inappropriate” use of social media in relation to the accident, including naming Ben immediately after the incident, before members of his family had been contacted about what had happened.

Police have been monitoring online activity, which is said to have included a hate campaign against the motorcyclist involved in the incident.

A Bradley Stoke motorist is claiming that police and community volunteers carrying out speed checks in the area have been improperly “hiding” behind road signs and bushes during their monitoring operations.

Mark Setterfield, 26, claims that members of the recently formed Community Speed Watch team and assisting PCSOs are violating police guidelines that require speed traps to be clearly visible to drivers and says warning signs should be displayed to warn drivers that checks are being made.

Mr Setterfield told The Journal of an incident last Saturday afternoon in which two volunteers and a PCSO were carrying out a check on Bradley Stoke Way, close to the Patchway Brook Round (near Pizza Hut and Aldi). After passing the speed trap, which he claims was not visible because the volunteers and police officer were “hiding” behind the pillars of a road sign, he returned to take a photograph (reproduced above).

He also says that a week earlier he noticed volunteers operating a speed trap “in the bushes” further down Bradley Stoke Way, close to the Willow Brook Centre.

In the latest incident, Mr Setterfield says he asked the PCSO why the team were “hiding” behind the road sign, to which the response was: “we’re not hiding and we needed something to lean on while doing this.”

When the motorist said he would be sending a report to the press, the PCSO said “there’s no need for that” and the team quickly packed up their equipment.

Mr Setterfied said:

“I feel it is disgusting that normal everyday people of the community are put through these unauthorised police tactics.”

The aggrieved motorist also claims that the PCSO in his blue uniform was blocking drivers’ view of the volunteers, who were wearing high-visibility jackets.

Enquiries by The Journal have found that the Speed Watch Code of Practice published on the Avon and Somerset Police website makes no mention of the required visibility of operating personnel to the drivers of vehicles being monitored.

However, guidelines in a 2007 Department for Transport document entitled ‘Use of Speed and Red-Light Cameras for Traffic Enforcement: Guidance on Deployment, Visibility and Signing‘ state (para 45):

“Depending upon the enforcement method used, speed camera housings (including tripod-mounted cameras) or the camera operator or the mobile enforcement vehicle should be clearly visible from the driver’s viewpoint at the following minimum visibility distances: 60 metres where the speed limit is 40 mph or less; 100 metres at all other speed limits.”

The Journal passed Mr Setterfield’s complaints to Avon and Somerset Police, who provided the following statement:

Local people have told the neighbourhood team they are concerned about the speed of traffic along Bradley Stoke Way.

In response, a Community Speed Watch scheme was set up. It is run by volunteers from the community who are trained to use speed detection devices.

The volunteers cannot impose a penalty on speeding drivers – instead the registered keeper of the car is sent a letter by reminding them of the risk to themselves and others of driving too fast.

On 10th September 2011 the volunteers were checking traffic speeds between 2:30 and 3:45pm and were briefly joined by Neighbourhood PCSO Jason Green who came to collect the equipment. They found eleven people driving too fast, with speeds up to 62mph registered in the 40mph zone.

Community Speed Watch is not enforcement activity, however volunteers are told it is always best practice to be clearly visible to road users.

PCSO Green said: “We are very grateful to all the volunteers who give up their time to help make local roads safer. They run speed checks at sites which police approve as safe for them.”

“They always wear fluorescent jackets, but often need to lean on a post or rail to steady the speed equipment. As the photos show it would be difficult to hide behind a sign post!”

A police spokesperson added that PCSO Green has now been advised to wear his high-visibility jacket when dropping off and collecting the speed monitoring equipment.

Editor’s Note: The Bradley Stoke Journal fully supports all efforts by police and volunteers to enforce speed restrictions on our roads. We were active in publicising the efforts of local police in setting up the Community Speed Watch scheme and regularly report on initiatives against speeding mentioned in police newsletters and discussed at the Bradley Stoke Safer and Stronger Community meetings. That said, we also feel it is right to give a platform to any resident who feels that appropriate laws or guidelines are not being followed in the implementation of the scheme.

Police are warning cyclists to be on the alert after a spate of bicycle thefts from streets across South Gloucestershire last month.

Thieves have targeted bikes left outside leisure centres, youth clubs and shops in areas as diverse as Bradley Stoke, Staple Hill, Stoke Gifford, Thornbury and Yate.

Police have stepped up patrols and are liaising with local bike shops and cycle clubs to encourage them to pass on security advice.

Community Safety Inspector Gerry Treacy said:

“Officers have found many of the stolen bikes were left unlocked, while in a few cases thieves have cut through inferior security chains.”

“Thieves also break into sheds and garages to take bicycles, so make sure outbuildings are sturdy with ‘Sold Secure’-quality anchor-points, bolts and locks.”

“A key problem is that fewer than 15 per cent of cyclists can give us enough details to identify their bike.”

Asked where in Bradley Stoke bike thefts had occurred, a police spokesperson told The Journal:

“We have had one report of a bike stolen on Thursday 18th August at about 2:15pm after being left unlocked outside an supermarket in Fox Den Road, Stoke Gifford.”

“It’s a silver Mongoose mountain bike with disc brakes.”

Police recommend the following steps to keep your cycle safe:

Always secure your bike to a solid structure with a ‘Sold Secure’-quality lock and chain – check out www.soldsecure.com

Lock it to an anchor point within your shed

Chain quick-release wheels to the bike frame and an anchor point

Mark it with your postcode/house number, keep a record of the frame number and take a photograph

Use an ultraviolet or DNA-based security solution

Register your bike on the free secure immobilise database www.immobilise.com

Officers also have a warning for people buying cycles second-hand: don’t get caught out. If you buy a bike which turns out to have been stolen, you could be arrested for handling stolen goods – and even if you bought it in good faith, you will lose the bike and the cash you paid for it.

The July newsletter from the local police beat team includes reports on a drugs raid at a “property in Bradley Stoke” and speed checks in the Woodlands Lane area.

In April, police seized 25 suspected cannabis plants with a potential street value up to £25,000 and found electricity being illegally obtained at a house in Bradley Stoke. A Bradley Stoke man aged 24, a Bristol man aged 22, and a Portishead woman aged 23 were arrested and bailed pending further enquiries.

Police say they carried out a one-hour speed check in Woodlands Lane and Pear Tree Road, netting three drivers travelling at over 40mph. The offenders have been fined £60 and invited to attend a driving course to avoid three penalty points.

The newsletter also reports on a 21-year-old burglar, jailed for two and a half years by Bristol Crown Court after admitting more than 70 crimes in Bradley Stoke, Stoke Gifford and Little Stoke.

There’s also advice about dealing with anti-social behaviour (ASB), which police say usually increases over the summer.

By way of example, the police team cite the case of a 14-year-old boy who was being verbally abusive and aggressive to other teenagers and staff at local community facilities within the Bradley Stoke area. The youth was given a two year Anti Social Behaviour Order (ASBO) banning him from the skate park, Bradley Stoke Leisure Centre and the Willow Brook Centre.

Avon and Somerset Police report that they arrested two men aged 18 and 21 in the early hours of Monday 27th June, in connection with a burglary at a home in Bradley Stoke.

The news comes after a number of residents complained on the social networking site Twitter of being woken by a police helicopter hovering over their homes at around 2am.

After a scorching day on Sunday, it is thought that many house owners would have had bedroom windows open because of the heat, making them more likely to be disturbed by the “eye in the sky”.

Police say the helicopter was involved in a search of the area after the break-in.

The two men were later released on police bail pending further enquiries.

The burglary follows a similar incident in the Abbeywood area on Wednesday 22nd June, when five men were arrested on suspicion of stealing property from sheds and garages.

Neighbourhood Inspector Bob Evely said:

“It’s important to remember to lock up your home and secure doors and windows if you’re not in the same room.”

“But thieves are targeting sheds and garages to steal bicycles and other valuables – and often find tools they can then use to get into your home.”

“Use a hasp and staple fastening with a strong padlock on the door and good quality hinges. Fit a battery-powered alarm and make sure you mark all your property with your postcode and register it at www.immobilise.com. It’s also important to make sure you lock valuable bikes or mowers to a ground anchor with a strong chain.”

Police are appealing for information following an incident of racially aggravated assault in Bradley Stoke on Saturday 11th June.

At around 9:15pm a man and his girlfriend were walking in the fields adjacent to the Jubilee Centre (where the Community Festival had been held earlier in the day) when they were approached by two men who had verbally abused the woman previously.

The men approached the dual heritage couple and one of them threatened and assaulted the man striking him to the head with a rock. The couple ran away.

Police would like to speak to the man who is described as white, around 20-years-old and of medium build. He had short dark brown hair, brown eyes and yellow teeth that looked chipped. He was wearing a black zipped hooded top which had a red draw string.

The assailant was using a dark-coloured mountain bike, which had a white saddle.

Shortly after, the couple along with family members made their way back to the centre to see if they could identify the offender. As they approached Merryweather Close, a group of around 20-30 people surrounded them.

The offender returned and this time carried out an assault on another member of the group and also threw a bicycle at him. He required hospital treatment.

Police believe the bike was also used to damage a car in Merryweather Close.

Police would now like to speak to anyone who may be able to identify the man described above or who may have witnessed this incident.

Anyone who may have information is asked to call the Hate Crime Unit at Staple Hill police station on 0845 456 7000. Alternatively, call Crimestoppers anonymously on 0800 555 111.

Police in Bradley Stoke are appealing for information after a suspicious incident in which a 6m-high floodlight column at the town’s Brook Way Activity Centre was sawn through, causing it to fall onto the sports courts at the complex.

The felling of the floodlight column late on Tuesday 17th May follows an earlier incident late last year in which a cable supplying power to the six floodlights surrounding the courts was “maliciously” severed.

The two incidents follow continued friction between the youth club based at the centre and residents of neighbouring properties, who claim they have been blighted with increased levels of noise, light pollution (from the floodlights around the sports courts) and anti-social behaviour since Bradley Stoke Town Council (BSTC) moved the youth club to the centre in 2009.

The toppling of the floodlight was followed by a further incident two nights later when a window of one nearby resident’s car was smashed with a brick.

A spokesperson for Avon and Somerset Police told The Journal:

“Police investigating damage to a lighting stand at the Brook Way Activity Centre on 17th May ask anyone with any information to contact them.”

“Officers have carried out house-to-house enquiries and examined CCTV footage from both the centre and private property nearby in connection with this incident and the smashing of a car window the following night.”

Asked about the outcome of investigations into the previous cable cutting incident, the spokesperson added:

“Police have followed all available lines of enquiry in connection with an earlier incident when cabling for the lights was cut without obtaining sufficient evidence for an arrest.”

Anyone with information about any of these incidents is asked to contact the neighbourhood team at Filton police station on 0845 456 7000. Alternatively contact the independent Crimestoppers charity on 0800 555 111 (they never ask your name or trace your call).

South Gloucestershire Council’s (SGC) Anti-Social Behaviour Team has been collating residents’ complaints and Robert Walsh, Head of Safer and Stronger Communities, sent out a ‘personal message‘ [PDF, 254KB] to around 50 properties in the area surrounding the youth club at the end of March. In his letter, Mr Walsh outlined a number of changes that Southern Brooks Community Partnership (which operates the youth club) had agreed to make, including turning off the floodlights when the sports courts are not in use, ensuring that young people are always supervised when using the courts, banning use of the courts after 8:30pm and clamping down on the use of foul or abusive language by young people playing in the courts.

SGC also agreed to fit metal shields to the floodlights (to lessen their impact on neighbouring properties) – a proposal rejected by Bradley Stoke Town Councillors at a meeting in December 2010.

Ongoing problems at the youth club were apparent at the April meeting of BSTC’s Leisure, Youth & Amenities Committee, where the SBCP Youth Leader reported that “the constant complaining by local residents [had] taken its toll on the youth club and staff members”. One Councillor at the meeting expressed concern that local PCSOs had been discouraged from visiting the centre and the Youth Leader acknowledged that “relationships between the youth club and police are not good”.

The Youth Leader’s Quarterly Report, obtained from BSTC under a Freedom of Information request, includes a number of references to complaints and allegations coming from just one (unnamed) resident and claims that these led to “young people and staff feeling unsafe and unsupported at the youth centre and decreasing numbers [of young people attending]“.

The toppling of the floodlight was discussed at last week’s meeting of the BSTC Planning & Environment Committee, but only after newly-elected Chair Cllr John Ashe raised the matter, since it failed to appear on the quarterly Health & Safety Report presented to the meeting. Town Mayor Ben Walker seemed reluctant to discuss the incident but the Council’s Deputy Clerk and Facilities Manager John Rendell was more forthcoming, placing the blame with one (unnamed) “friendly resident” who was said to have been the source of “the majority of complaints”. Cllr Walker then interjected to clarify that there was “no direct connection between the criminal damage and the resident [referred to by Mr Rendell]“.

Other incidents of vandalism at Brook Way Activity Centre detailed in the quarterly Health & Safety Report include the pulling down of a section of fencing around the sports courts and the shattering of glass panes in patio doors at the centre after they were shot at by a “ball bearing weapon”.

Residents concerned about the impact of the youth club are known to have been in contact with local MP Jack Lopresti, who recently used a speech in the House of Commons to criticise the local police’s response to complaints about anti-social behaviour in an area of Filton.

[Ed: The Journal has asked SGC to provide data about the numbers of complaints and complainants relating to anti-social behaviour at the Brook Way Activity Centre since the youth club moved in. The Council's press office was unable to provide an answer before the publication of this article.]
